NOTICE OF DRAFT DEPARTMENT OF TRANSPORTATION (DOT) ACT SECTION 4(F) PRELIMINARY de Minimis FINDING AVAILABILITY & OPENING OF THE PUBLIC COMMENT PERIOD
ALBERT LEA MUNICIPAL AIRPORT 4(F) PRELIMINARY FINDING FOR PROPOSED AIRFIELD IMPROVEMENTS
Notice is hereby given that on the 16th day of October 2021 a public comment period has opened for the Draft DOT Act Section 4(f) Preliminary de Minimis Finding for the proposed improvements at the Albert Lea Municipal Airport.
During the 4(f) Preliminary Finding process, the City and its consultant studied and analyzed the environmental impacts of proposed airfield improvements at the Albert Lea Municipal Airport. The proposed project includes relocating the perimeter fence 216 feet to the west into the Tall Grass Disk Golf Course and reconfiguring the Tall Grass Disk Golf Course to maintain its current number of holes within the new boundary. To mitigate for these impacts, four holes would be modified, with three of these holes being relocated as a result of moving the airport fence. The resultant fence relocation land is currently City owned and would be maintained as City land but designated as Airport property.
Trees within a portion of the park would also be topped or removed. These improvements would allow the clearing of safety surfaces attached to the runway that are required to be clear by the Minnesota Department of Transportation (MnDOT) Department of Aeronautics and the Federal Aviation Administration (FAA). Section 4(f) applies when a transportation project, such as airport improvements, may impact a public park. A preliminary de minimis determination under Section 4(f) of the U.S. Department of Transportation Act procedures has been made. This means the proposed project would have very minor or no appreciable effects to the Tall Grass Disk Golf Course as a result of mitigating the impacts by relocating the three holes and modifying a fourth, and therefore no further Section 4(f) evaluation or coordination is required. The City of Albert Lea owns the Tall Grass Disk Golf Course Park and, after working with park users and representatives, has concurred with this preliminary finding.
