NEW APPROACH TO WASTEWATER UPGRADES: Instead of planning to rebuild its wastewater treatment plant all at once, the City of Albert Lea is now taking a phased approach. This approach allows the city to seek state funding toward each phase while meeting stricter pollution limits. Phase 1 is underway with construction of a new grit removal building. Phase 2 would focus on removing more phosphorus, the nutrient that grows algae, from its discharge of treated wastewater to the Shell Rock River. The city plans to apply for a $12 million state grant toward this $25 million phase. Phase 3 would replace more infrastructure and Phase 4 would focus on improving biosolids. The total project is now estimated to cost $100 million, up from $80 million, due to inflation. For more information, read the news item on the city’s website: www.cityofalbertlea.org/city-taking-new-approach-to-wastewater-upgrades. ... See MoreSee Less

How much is this going to cost for us taxpayers???
Albert Lea is a dwindling city, it should have been a phased approach from the beginning.
Austin is going through the same thing now. They added 50 bucks a month to the sewer bill to cover it. I believe the cost there was 100 million and now is at 130 million.
Another reason to raise property taxes
Oh hey folks. It's only 100 million. The Fed is already looking at MN for a couple billion in frauds, and a 9 billon dollar surplus that disappeared. Now 2 billion in the red. Let's spend more. 🦉
My grandpa was the head maintenance guy there for 15 years in the 80s and 90s it needed work back then. These are not new problems. The city manager back then didn't want to listen to his workers. Now its going to take way more work, time, and money than it should have. It definitely needs to be fixed. I dont think we should have to flip the bill for this stuff all the time. Maybe the city council needs to do a better job with its budget and start making some cuts and move some money around to cover some of it. Maybe the state should kick in some money. All these pro sports teams getting 100s of millions when then the owners are worth billions. Pull some of that Twins money back from the Pohlads they dont want winning teams anyways let them pay for their upgrades.
Twin Lakes has no problems
Albert Lea needs more buisness’ to come in and the city needs to stop raising taxes on everyone. Like what is it that they’re really improving for the citizens? What have they done to keep kids here after they graduated high school? What is there to do for families other than having to drive to another city an hour or more away. The city has shown time and time again that they care more about the retirement aspect of things and is forgetting that it’s the working class that pays the bills and them! All I hear and see from the city is more and more bs. We have 2 major highways and they’re not even using them to promote the city. Yet alone Albert Lea lake which is bigger than fountain lake! Why hasn’t there been a boat Marina what a bait shop and gas station there and trying to get fishing tournament and bring in tourism? There is more then enough ways this city can be making money than robbing its residents with higher taxes to fix the things they neglected!
Why does everyone want to complain about this stuff? Should there have been a plan for this awhile ago? Maybe. But there wasn’t so now our city officials are getting it done now and you complain. What you want them to wait and it a bigger bill later and these same people would just complain then. Good on the city for actually doing something and not just sitting back and waiting for later.
COUNCIL TO VOTE ON PROPERTY MATTERS: At its Oct. 27 meeting, the Albert Lea City Council will take the final vote on 2 rezoning requests. Security Bank has requested rezoning of 642 Marshall St. and part of 437 Bridge Ave. from residential to business for an expansion. The owners of 21133 and 21135 775th Ave. have requested rezoning from residential to interstate development for potential sale in the future. The council will also vote on selling a city-owned vacant lot at 917 S. Broadway Ave. to adjacent property owners for future business expansion. Have a question or comment? 𝗡𝗢 𝗟𝗘𝗔𝗩𝗘𝗦 𝗜𝗡 𝗦𝗧𝗢𝗥𝗠 𝗦𝗘𝗪𝗘𝗥𝗦: Please keep storm drains clear of leaves and other debris. All 2,000 storm sewers in Albert Lea drain to local lakes. Leaves can clog storm drains and cause street flooding. As they decay, leaves release nutrients that wash into local lakes. The nutrients then help grow algae in warm months and build up the bottom sediment. With 120 miles of streets, the sweepers can’t do it all! Keeping leaves out of storm drains is one small step that residents can take to make a big impact! Consider adopting a drain to make a bigger impact: www.shellrock.org/adopt-a-drain. ... The Albert Lea Police Department is releasing information pursuant to Minnesota Statutes 244.052 and 253D regarding a Level 3 predatory offender who has relocated within the Albert Lea community. These statutes authorize law enforcement to share information about individuals required to register as predatory offenders when such information is believed to enhance public safety.
Mark Ray Davis, age 44, has reported as homeless in Albert Lea. Davis most recently updated his registration information on Sept. 26, 2025.
Convicted predatory offenders have always been released to live in communities. The Registration Act and Community Notification Act allow law enforcement to track and inform the public regarding these individuals. This notification is intended to promote awareness and public safety, not fear.
Abuse of this information to harass or threaten the offender is a crime.
Further information is available on the Minnesota Department of Corrections website at www.mn.gov/doc under “Community Notification,” or by contacting the Minnesota Department of Corrections at 651-361-7340, 866-396-9953 or notification.doc@state.mn.us.

"Has served his sentence, but must register address" "reported address as homeless" very impressive guys 😂
This man is not a monster. He is my son's father. His one and only crime was committed when he was an adolescent. No same or similar charges EVER. He has done his time and has been thru YEARs of therapy. He is not just being released, he's been out and off paper for over 12 years. He is homeless because of our living situation and financial struggles. His record makes it difficult to get housing and if ppl would show him grace the way that God would. He is down here trying to be close to his family which is why he has to register here. Everyone is entitled to their opinions. But I am here to ease your mind about this man. His past mistakes as a 16yr old boy does not define the man he is today. He is loving gentle and is not that messed up young man, that now follows him for the rest of his life. I'm writing this in hopes to ease the shock of this situation. Thanks for letting me share. Plz do not attack me or my family I just wanted to let ppl know my side of this. Thanks again.
If people would read other comments...it is stated he is not being released. He was released years ago and is just relocating here to be close to family.
So you literally have no idea where he is 😵💫 yea because thats gonna give the people of Albert Lea peace of mind.
Does he have to register to the nearest street corner where he is likely to be found?
Do we know what his "sex" crime was?
I’ve always thought a sex offender should have some permanent tattoo or something on their forehead so if they approached me I could go the other way.
It says must register his address. Homeless is not an address. So all predators could say homeless. Wow.
Davis engaged in sexual contact with an adult female. The contact included penetration. Davis gained access to the victim by asking her for a ride, and he used force and a weapon to gain compliance. Davis bound the victim, left her and stole her car. He was not previously known to the victim. The investigating agency was the Chisago County Sheriff’s Office. I’m sorry… and this is someone we are just allowing to use no address listed?!!!
411 s broadway could be a good address for him
At least we know what this guy looks like and his name. I worry more about those who haven't been outed yet as sex offenders.
How can the entire 56007 be "home"? That's insane 😳
So nice to see all the perfect people on here just judging away. That's why I hate labels. They are negative and don't define a person if they've done the work to better themselves. Mark is a great guy who made some bad decisions years ago . I'm sorry amber that people have to be so cruel.
Homeless because no one will rent to him. Its difficult for men who may be down and out to find help. Sad situation for everyone. He's not newly released he is relocating to be near family per previous comment. Maybe his family can help him not be homeless. 🤷♀️
homeless POR’s check in weekly per statue with law enforcement and update their information. Law enforcement doesn’t make the laws they enforce them. Unfortunately there is no one moving sex offenders in and out of communities we just hope they’re on some sort of monitoring. Everyone is welcome to their opinions but I don’t think the opinions are being voiced to the correct law makers but just the enforcers attempting to be transparent. I’ve never seen an agency alert community members regarding a homeless POR, I don’t see type of honesty as a horrible thing. In my opinion.
Thank you for making us aware
Is this an updated photo
Address as homeless = can't track have no idea where he is
No address why is he released that's a flight risk
if a dog attacks a person they are put down…just saying
Offense Information In 1997, Mark Davis engaged in sexual contact against an unknown adult female. Contact included penetration. Davis approached the victim in a public setting and asked for a ride. Just another good law abiding citizen right???
Fraud is what police do everyday. Policing for profit under the guise of safety. They commit more traffic violations than the public, but when we do it, we are subjected to fines, searches, beatings, and incarnation.
*UPDATE: the wheelchair has been located and returned to the owner. The investigation into the circumstances of the theft will continue. Thank you to an attentive citizen for providing valuable information that led to the recovery of this very expensive item!
A local resident with muscular dystrophy had his electric wheelchair stolen out of his garage. Without his chair, he cannot independently get around. Attached is a stock photo of a similar chair. It is a power chair with the ability to assist in standing. Colors are similar, but the chair is 3 years old so the red is a bit faded. We are asking for help from the public with this one. If you see something, please say something. The theft occurred sometime between 7pm last night and 7am this morning at a residence near the intersection of Edgewood Ave and Ramsey St. If anyone knows of or sees an electric wheelchair (similar to this one) where it does not belong, or is suspiciously at, please contact Sgt. Vanthavong @ 507-377-5129 or via email at svanthavong@ci.albertlea.mn.us.

so glad that it has been found but what kind of sick person steals somebody’s wheelchair?? As a disabled citizen myself, this just makes me sick to my stomach to hear this. I’m so glad that we do have some decent citizens in this town and people who are willing to help those who need it. I am so sorry that this happened and I’m sending good thoughts and prayers thank you for those who have helped and continue to help.
You guys located it!? That is incredible. Nice work!!!

Thank you ALPD. 💓
How sad for someone to do this
Definitely an awful thing to do to someone.
We just donated one to the American legion. Maybe they can help.
Good to hear it was found. Hopefully the punishment fits the crime. At least a few days in the county pokey to think about it.
Thanks for posting! I'm happy it was found and I hope the thief does some clink time.
I hope the people that were involved in stealing it get jail time!
Some people are totally disgusting!
Pretty low😑
Really? What is wrong with people?
Why?? Why do people have to be like this
People are sick this whole world is sick these days everyone is sick
Takes a sick Individual to do that
Takes a real scumbag to steal a wheelchair.

Consider adopting a drain to make a bigger impact: www.shellrock.org/adopt-a-drain. ...
