Public comment sought for Freeborn County’s Hazardous Mitigation Plan
Freeborn County has released a draft of its updated Hazard Mitigation Plan (HMP) and is seeking public feedback through Jan. 1, 2026.
Purpose of the plan
The HMP identifies strategies to protect lives and property from natural disasters like tornadoes, flooding, and severe winter storms. Proposed actions include:
- Infrastructure: Improving flood zones and burying powerlines.
- Safety: Constructing safe rooms and upgrading emergency warning sirens.
- Preparedness: Increasing public awareness and communication systems.
How to participate
- All residents, business owners, and local stakeholders are encouraged to review the plan.
- The draft and feedback forms are available on the Freeborn County HMP website (feedback form at bottom of page).
- Comments must be submitted within the 15-day review period ending Jan. 1, 2026.
The plan was developed by Freeborn County Emergency Management in partnership with the University of Minnesota Duluth and covers all cities, townships, and school districts within the county.

Adams Avenue Park
The City of Albert Lea is applying for a $1.25 million federal grant to remediate the hazardous Merrick facility (620 Adams Ave.). The site, abandoned in 2018, requires asbestos removal, chemical cleanup, and soil remediation.
The city is considering three options to integrate the site with the upcoming Songbird Trail:
- Mini park: Greenspace and parking.
- Mixed use: Salvages three sound buildings for private business; adds greenspace.
- Full rrailhead: Adds a shelter, restrooms, and amenities; may include building reuse.
