Planning and Development

Mission Statement:

The Division of Planning and Development is established as a service of the City Manager’s Office to promote and oversee the orderly growth, economic development, aesthetic presentation, housing opportunity, and general health, safety, and welfare of the community.

The Division administers the general planning and community development activities for the City. The staff also provides professional planning assistance and counseling to interested developers including assistance in site plan development and review, interagency and interdepartmental coordination, subdivision and administrative plat development, zoning interpretation and development alternatives. The division also assists development through financial loan and grant counseling and applications. Assistance is also provided for JOBZ and Tax Increment Financing.

Minnesota state law (Chapter 156 of the Session Laws of 2005) requires that "a city or county with a population of more than 15,000 must annually notify its residents of the positions and base salaries of its three highest-paid employees." For the City of Albert Lea, titles and salaries as of Jan. 1, 2019, are: City Manager, $138,375.12; Director of Public Works/City Engineer $110,780.80; and Director of Public Safety $103,646.40.
